Understanding the Present Perfect Continuous Tense “Has/Have” + “been”
The present perfect continuous tense is used when talking about experiences from the past that still have effects on the present situation.
You will hear native speakers use this tense very often.

Sometimes you’ll see the present perfect continuous used with nouns.
Has been (singular):
There has been a rise in dog thefts recently.
There has been a lot of rain.
Have been (plural):
There have been many dog robberies recently.
There have been many storms this winter.
